Abstenance is really only an answer if you're dead. Human beings will love while they're alive, it's inevitable. It takes a very special person to completely refrain from exposing themselves to this risk, by living absolutley sex-free.
Safe sex is, by default, the more practical solution. So, it could be said the best form of medicine currently is this knowledge. Yet, medicine and knowledge both are no good if you don't apply them, or have the means to apply them. The "means" is often money, and some nations simply don't have it on any level.
I have my theories on why most governments of poverished countries let AIDS kind of slip under the radar: population control. It's cheaper to let them (AIDS sufferers) die off, then try to prevent the spread with their own funds, or let it weigh on their conscious if they know the specific individuals afflicted. Ignorance is bliss, no? As long as the people who are a "credit" and not a "liability" to a nation still live, the end justifies the means in the grand ideal of preservation of species is priority over the single life. Survival of the fittest and all that.
Logic is so cold-hearted at times. Unfortunately, logic is the ruling mindset in most governments.
